We in our class(station), always plan shifts, to keep an eye on this morning market, because now the city government, in all aspects, don’t allow this morning market, saying that it makes the environment messy and dirty, especially near the university here.
B: So in Beijing, what kind of people are qualified? I am saying if they are from outside, like floating sellers, if they want to do business, what kind of person? What kind of qualifications they need to come here to do business?
A: They come out to do business, they must have three licenses.
B: which three?
A: Temporary living license, a resident dossier, and…(working permit?) yes, and working permit, so these three licenses. Then if they want to sell any particular good, they have to get a permit for that, so these, these street-side sellers don’t have permit at all.

A: Because residents come tell us that they come even when it is still night, like four or five o’clock, driving these things called something like “three bong”, du du du, always affect the residents. Also there is the messiness and the dirt. Most importantly it is the environment.
B: Then if they get arrested, or get caught, then what happens?
A: Then we should follow the regulations and punish them.
B: What kind of punishment? Do you know?
A: Yeah I know!
B: Can you tell me what kind? Like the government, what kind of regulations?
A: the city of Beijing has regulation that these people without license will be fined five hundred yuan, of course people like these sellers don’t have that much money, so the equivalent would be educational classes. We tell them about the policy, that its not allowed. But usually, we also caught many times the kind, that never reforms even after we taught them about it. We can’t do anything about it, it is their livelihood.
B: Right, so basically it is five hundred yuan and then some education.
A: yes.
B: Then do you force them to leave? Or..?
A: No, no, we let them go, we don’t have powers like that.

B: So is it very difficult to apply for a license? a working permit? Otherwise why don’t these people apply? If they apply then it is legal right?
A: It is not very difficult, because a lot of outside people have permits, its like this, now in the market there are permits that involves fees, or maintenance fees, or taxes, so they want less trouble, so they don’t apply, so just do it themselves, because they want to save money.
